I know of a person who preys on women for money through the internet; he can be located & aware of his other alias' also. Is there any federal or state agency out there that looks into complaints and even files charges against such predators?

I reported someone to the FBI last week.

FBI is the best place to report this. Many local police and state police just do not have the resources.

These type felony offenses are generally within the jurisdiction of local police officers, however, if the suspect has engaged himself in a series of other felony crimes, the complaint will be directed towards federal agencies, and handled accordingly, yet there are variables here

File one with the FBI. Local police don't care. I doubt the FBI does either, but I filed one on internet scam. Just google FBI for their home page. It will walk you to the site you need to go

If you have no proof then its strictly in your head but if you have proof that they tried to get money from you or someone you know then ordinary police will do. you don't need special police for that.
