Had that problem my self. I got a bill of sale and the seller keep them me I would get the title. Well I got feed up with it and call the Higway patro State of S.C. investivegative office and and told them the story and sent them copies of my bill of sale and they went after the seller and got the title. If you have a bill of sale I suggest call your state Highway Patrol investivegative office and see if they can do for you.

If you can find out who the lien holder is, you can contact them to see if the truck is paid off. If it is, and you have the title, they usually will give you a copy of the lien release, or a lien release letter!
If there is still money owed, you may have to take the seller to small claims court to get your money back!

i own a repair shop,,and that sounds like some of the stories i hear,,on paying repair bills,,the checks in the mail,,i think there putting you off on this one,,id give them a choice,either get me a title,,or pay me some money,,for a use less truck,,i have heard stories like that so much,,i know what their going to say before they say it now,,but you need a good title for it,,that's exactly what id tell them,,money or title,,good luck,i hope this help,s.

The state has not received the releasefor the lean yet or someone is lying to you about paying it. Until they get it you wont get the Title
