No,not if you hair is in normal condition.
If its not,as you know you should avoid hair dyes until it recovers.
There are hair dyes out in Revlon that have highlighters with them.you do the normal dye routine then put the highlights where you want them.
Highlighting at the same period as putting dye in is fine.Or you can do it a few days later, depends on how much time you have.
My hair is shiney and healthy and I do it and have since highlighting came in.

A friend of my mom's wanted her hair colored and highlighted the other day, and thankfully mom read the instructions on the highlighter while the first color was setting, because it said to wait at least a week after coloring to highlight.

I guess it depends on your hair type, and if the salon uses permanent hair color and not just semi permanent. One time my hair was dyed horribally wrong and i spent everyday of that week back at the salon trying to dye it back. My hair is fine though they did a conditioning treatment.

dying your hair harms it. but if you get it cut afterwards it will be ok. I have been dying my hair since I was 11 and no way around it. It harms the hair.

I get my roots dyed and the rest highlighted professionally and it looks great. If you try it at home with other products are are risking less than spectacular results.
