Neutrogena has great sunscreen. I have pretty sensitive skin and it hasn't bothered me. They have one that has silver on the outside and has the word "shield" in it. That one works great!! They also have a moisturizer one that comes in untinted and tinted. I've tried that and it worked well.
If you want a "natural" one....try any from Lassen's or other health food stores.

the amount of SPF doesnt really matter, what it really comes down to is what is in the Sunscreen itself....
There are so many chemicals packed in SPF's. Wonder why if it gets too close to your eyes or in your eyes it burns??? CHEMICALS!
If your looking for a good quality moisturizer with a SPF in it, I recommend Arbonne's Nutrimin RE9 Day & Night Moisturizer, it has an SPF 8. I use everyday, and apply it twice a day, and i havent burned at all!! it even lightened my freckles up....Its also a vitamin C based product so if you have sensitve skin its very gentle on it.

The best sunscreen is any product that has Mexoryl as the active ingredient. But they don't sell Mexoryal in the US so you if u live there you have to get it on Ebay. Be prepared to pay $$.
Because of the cost I would just use this in the summer when it is more important to have good protection. In the winter you can use an inferior product.

No Ad brand is my personal favorite, non greasy and goes up to spf 60 I think!
My husband likes nutrogena, says it is very light.

You might want to try putting a sunblock containing SPF30 before and moisturize seperately. Oxygen is a brand I use its great
