Yes.

Inmates, and anyone convicted of sex crime. It's often used in prostitution cases. Basically, they test you, if you're positive, and caught again prostituting, you will be charged with a more serious crime. Anyone convicted of rape or child molestation (or any similar crimes)

Also, if you spit or bleed on a cop or service worker, they can force you to be tested, and the results given to that person.

Yes they can force felons to take an HIV test.

I don't think that's allowed. It's personal, and that persons' own info. No one should be allowed to do that. After all, its a free country!
