You might be referring to "pilot season" which runs about Janaury through March. Writers and producers pitch their shows to the studios, some get pilots commissioned for studio execs to look at, and that's when they shoot the pilots. If a pilot gets picked up and becomes a TV show, it will go into production any time between June and August for a fall start date. It's rare a pilot gets picked up though (I know people who have done MANY). As for film roles, they are around all the time.
It sounds like you should do a little more research about screen acting, though. First, not everyone is eligible for all parts. Mostly, you will have to do extra work for quite a while. If you want to get larger roles, you will have to be in the union, SAG, and you can only get that by getting vouchers, which you will get for certain roles you do that are non-union. once you qualify, you pay about $1500 (plus yearly dues) and you are part of the union, which means many more roles open up to you (any speaking roles in major motion pictures or TV shows, for example, that are filmed in the US or Canada), plus you have better salary requirements and benefits.
If you move to LA to act, I would recomment signing up for a calling service which will try to find extra work, and investing in good headshots.

There really is not a season for auditions, just ask the 20,000 other hopefulls waiting tables at the local resturants.
