All commercial aircraft have exterior lighting... they flash so that other aircraft won't run into them... just a visual backup, as all commercial aircraft have sophisticated navigation systems that prohibit them for hitting one another ! Now if you saw a flash, followed by lights streaming towards the ground at high speed, then there might be a problem !

Unless the plane is on fire the only way you'll be able to tell, standing on the ground, is if you have a radio that's tuned to the communication frequency the plane uses. There is only one situation when the plane will use light signals to communicate problems, and that's if they've lost their ability to communicate because of radio failures etc. This is something that's only ever going to happen with small airplanes though (Larger airplanes have so many redundant systems it's virtually impossible for it to happen to them), and it would only happen when the airplane is within a couple of miles from an airport, about to land.

So rest assured, if you see blinking lights on a commercial airplane it's just part of the normal lights they use to make themselves more visible in the sky. (To lessen the chance of collision with other planes.)

Dont worry!...civil aviation has many rules they have to acomplish...planes have to have brigths ligths..on every wing...left is green...right is red....and tail in brigth white....all then are strobe ligths...they have to be on...day or nigth...thats ligths are so powerful to be seeing even at day......if you are on earth,,,,,you will not be able to see if one plane has an emergency situation....sometimes even if you are in the plane you will not know even....cheerss!
