I've tried washing my hands thoroughly and that's not enough, they're still oily.

wipe excess vicks off your hands with paper towel, then try a little rubbing alcohol, that usually will cut the oily residue, then wash with soap and warm/hot water.

hot water and lots of soap...preferably dish washing liquid you may have to do it a few times. next time, wipe your hands on paper towel before washing....trust me, i'm a mom with sick kids all the time...hate the smell and feel of vicks. good luck.

Have you tried using gloves or a cotton swab as an applicator?

if you hate it so much, don't apply it with your bare hands...get a pack of those dispensable hand gloves, or wrap some of that food wrapping plastic around your fingers before applying it...
