I have always heard that love birds are perfect TV buddies. They aren't too small or too big either. Plus if you are a first time bird owner you do not want anything too big. Cockatiels would be good too.
I have a parakeet. He can be lovable when he wants to. I think it all depends on the bird's personality. He sits on my computer desk while I'm online. He is always with me. He also sits on my shoulder and watches TV with me. When I talk to him he chirps back or makes some kind of noise.
I would get a parakeet, love bird, or cockatiel if I were you if you have never had a bird before. Wait till you are more experienced before you move on.

It actually depends on the particular bird. There are several breeds that are classified as cuddly or Velcro birds, however just because most of the breed is that way does not grantee that an individual bird will be.
For a first bird I would recommend either a budgie or a cockatiel. Both can be very friendly, even cuddly. I would find a reputable breeder and meet several birds they have for sale and see if any of them have a personality that fits with yours.

a cockatoo. I have a female and she loves to cuddle and be played with. the more you handle them the more affectionate they get. but they are like kids they need constant care and attention and it's a full time hobby. so know what you are getting into before you take on a bird. to many people get them and after a short while get bored with them. birds have been know to pluck feather and self mutilate themselves when this happens. and cockatoos can live for a long time 50-75 years

I'm going to infer from this question that you do not have the maturity, patience, or research skills to train any bird to cuddle, play, and get alot of attention like all the time.
Get a hamster.

Try a cockatiel, they are VERY cuddly, affectionate and want to be with you all the time. They are also ok for first timers. If you're familiar with birds, you get into most all parrots will fit this criteria. Cockatoos and African Greys are splendid for this as well, but not really beginner birds.

an unmbrella cockatoo is a very loving bird that requires alot of attention they are very smart. Mine always sneaks out of her cage and crawls in bed with my son. If you have alot of time and love this is the bird for you.

Hand fed cockatiels are very affectionate. Mine loves to sit on my chest and put her head under my chin. She is the sweetest bird. She will sit on my shoulder all day. Hand fed birds are always more cuddly. They are more used to human contact and have learned to depend on humans. Cockatiels are also relatively cheap, but they do require a specific size cage and a lot of time. these are great sites if you are serious about buying one. Please do some research before hand.

It depends on how much money you have. The most cuddly birds are cockatoos, Especially umbrella cockatoos. If you don't have that much money cockatiels are the next best for a cuddly bird.
