both. eat lots of veggies and do lots of lunges and cardio.
cardio will burn fat, and lunges will tone but not build bulky muscle

diet and exercise moderately! It's not as if you were preparing for the marathon, right? If you do a lot of exercises, I believe it will develop more muscles on your thighs. There are some exercises that you can do to get exactly what you are aiming for. There are qualified people in different gymns that could give you advice on what to do and how.

you could run or exercise more.. eat pretty healthy, only something not healthy here and there.. exercise is the most efficient way. It can be hard, but it'll pay off. Diets usually cause someone to gain more wait, don't call it a "diet".

To build muscle it takes a lot longer than you think. If you work out and eat a healthy diet then you will be fine.

Hi roxy 101!!!
You do not say if it is because you are over weight or because is your nature. But there are few exercises you can practice. I know running or walking helps a lot!!! and it's the best that one can do.
Exercises will tone them and it's always good anyway.
If it is your nature as hereditary, there's not much you can do, but still walking or running will help NOT to have them bigger.

I was told by my trainer that anything that burns fat like running, walking, etc. is good - and not to use heavy weights if you do not like doing aerobic types of exercises...lunges are the best :) got mine skinny!
