There is a Construction Professional's Blue Book but it's only worth the paper it's printed on. When bidding for jobs there are lots of factors to consider but it can be a reference point for DIYers. It's available at most book stores.

I've been a contractor for 30+ years and have never heard of a blue book here in Texas. Many of the larger contractors use software programs such as Timberline to estimate jobs, but it ultimately depends on the ups and downs of the market that determines unit costs.
