the unit is not going to earth-contact the supplier. if it was a direct short either the internal fuse would blow or the RCD in the house consumer unit (fuse box) would activate. all electrical appliances have to be earthed to ground. if not when any part of the appliance is touched by a person with a high bodily static charge a minor shock will be administered. there may be no problem with the unit in itself-but it may need a wire running to ground from it.

you have a direct short somewhere. Mine done the same thing after i had direct tv. it was the cable outside.

what is possessing you to touch the cable? Purchase a clean power bar (not surge protection) CLEAN power from your local electronics store and this will solve your need to be shocked. Monster power or Belkin will do just fine.

not grounded call direct tv and tell them they will have a tech come out. one of there biggest qc's is grounding they wont charge you it should have been done the first time.
