I would contact someone at immigration, the laws have changed drastically in 2007. I think you need a passport from anywhere now. I know that we need a passport to get to and from Canada and Mexico now, so I would think that they need one to get over here too.

Yes, if you are a UK, Swiss or Australian citizen, you do not need a visa if you are visiting for 90 days or less. There are also other countries that don't need visas if the passport holder is visiting for 90 days or less.
