That's what the restroom is for. Imagine your boss bringing a visiting exec from a company who could be a future client and your boss has been bragging about what a great worker you are. Then as they both walk up to your cube,they catch you in the middle of clipping your nails. It doesn't look very professional.

No, this would be considered gross. Grooming is generally done in private and as you pointed out, the sound would irritate others.
At an office, personal grooming, such as brushing hair, trimming nails; etc. would seem misplaced at a workplace.
However, filing your nails would be considered acceptable. Go figure.

I think it's inappropriate and in bad taste. Personal grooming that requires removal of body growths (nails, eyebrows, etc) belongs in the salon or at home.

Well, an office is somewhat private. I'd say as long as they're not flipping the clippings over the wall or leaving them all over the place it's probably okay.

Cutting your finger nails is really tacky. Cutting your toe nails in public is downright red neck.

Proper etiquette - no. That's not to say it's rude or vulgar, though. I have done this on occasion and it was usually because of a hangnail that was irritating me when typing and I had to rectify it.
