This site shows budget hotels, International youth hostels, and guesthouses all at a lower price then any other site that I have found so far. Plus, you can read references and ratings from previous travellers who have stayed at them, and, you can book any room type up to a month in advance. Almost all of the places have maps and directions on how to get there from the train station or airport, and most of them have a pickup service as well. Make sure you compare any other prices you see with this website. I have used this site alot.

There is a new chain in China, operating under the names "Motel 168" and "Motel 268", which are quite reasonable - clean - new- and real value. You can find them on any search engine. I've been to several in Shanghai and all have been acceptable. By "budget" I assume you don't mean youth hostels, etc. The 168 rooms run between US $ 25 - US $ 35 in most cases.
