10-4 is a brevity code meaning "message received." 2 syllables is less than 4, leaving the airwaves open for emergency communications.

Different agencies use different codes, but the 10 codes are very common, and when used many of them are the same for different agencies. For example, 10-20, or just 20, usually means location, like "What's your 10-20?" Other common examples:
10-1: communication unclear
10-2: communication clear
10-8: in service (eg "I'm 10-8" means "I'm on duty, ready to respond to calls")
10-7: out of service (for lunch breaks, etc)
10-10: off the air (end of shift)

Seems all PD's have their own "hot girl" code. Ours is 10-62. The hardest for me was going from military radio jargon to law enforcement. I kept saying check, roger that, and things like that.

it just cuts down on all the unecessary talk on the radion. Instead of asking another officer where he is at that particular moment, you just say "what's your 20?"

Habit. I catch my self saying 10-9 (repeat) to someone if I couldn't hear them when I am talking on my cell phone.

I also hear myself saying a girl is 10-47 when she is attractive. (a code we used in that same context - we had no actual meaning to 10-47, so we dubbed it "hot girl")
