You are supposed to, but I know we will not pull people over if we know they are flashing on a day that school is not in session. Depends on your area though. Some may be a little more strict with it.

A good example is yesterday. The lights were flashing, but school was out. I don't recall any citations in those areas yesterday. Again, that is here. It could be different in your neck of the woods.

Yes, because the signs say "reduced speed when flashing" not "reduced speed when school is in session." They could be flashing b/c of an important afterschool activity or for some random reason, but if you disobey a sign, you are breaking the law.

answer to your question is yes - it is similar to stopping at an intersection where there is a red light and for as far as the eye can see there is no other traffic in any direction, just your car. Do you wait for a green light or do you wait only if you can see if there is no cop around.
