Fear is used as a weapon all the time. Religion uses it, the Government uses it, and more. Fear and the unknown is a very powerful way of controlling people, like the fear of burning in Hell forever. If they don't know any better, it might likely work. Fear is also a major reason why queer people still stuffer homophobia today or why racism and other stuff grown so powerful. People generally don't like what they fear and thus want to get rid of the source of the fear, like murdering homosexuals or commonly in the past, those who didn't have the same faith and beliefs as them.

Absolutely. If I threatened to kill your family if you didn't kill a stranger for me, chances are you would kill the stranger. I don't even have to have a weapon and could have been bluffing, but it got me what I wanted. Christianity used the fear of "Hell" to convert people to Christianity during the Inquisition.

It helped win the Cold War. An enemy wont attack you if he feels he wont win. Thats why it's good to have a strong military even in peaceful times.
