If you mouse over the flag in the row of buttons under the post, you'll see the words "report abuse". You can click on that, or the "report abuse" link beside the amount of time left before that question is closed to answering. There is also a "report abuse" flag in every answer to a question.

Yahoo! Customer Support can't police every question and answer on this site. There are simply too many in a day for their staff to read every one. That's why they created the "report abuse" feature so the site members can help them, and in turn help make the site more fun and safe for everyone that chooses to use it.

That helps make Answers a more fun and organized place for all of us to pass some online time. ☺

Under the tab that says "Answer this Question" there is a bar that has about six options, I think, which include "Report Abuse" - a little red flag. If you find an inappropriate question, click on that flag and it'll pull up something where it asks you to give a reason why you think it is inappropriate. The questioner will get an email about it. (Honestly I'm not sure what all happens because I've never gotten one of those emails but I think that when people write those sorts of questions that those questions should be deleted.)
But I agree with you that some people abuse this Q&A system. Maybe if we all reported abuse those inappropriate questions would be deleted and we wouldn't have to worry about it.

Discussion, Not Censorship
I'm constantly having my senses attacked by foolish, offensive questions, but I'd much rather reserve the right to be inappropriate than take it away from someone else.
However, I have no patience for swastikas and pictures of hung slaves.

Click on 'report abuse' and that will take you to a page where you can outline your complaint. You can also click on 'bad question' or do both, if you feel really strongly about it.

right underneath the "answer question" button, there is a strip of other buttons, one of which is a "flag".

I don't know how it works but I do know that my answers to "risky" type questions vanish.
