"E-Bay"

or "Bomb Bay" not Bombay as that is a great city in India, the home of Gandhi! and He did not like war or weapons.

But seriously: your teacher is a complete "wack off", this sort of question should not be asked except in college.

Trust me, but why would you, he or she is very incorrect.

just doing any internet search for "blackmarket" nuclear materials is close to a violation of many laws.

So I hope this idea is yours and not some high school teachers.

But who knows what you are seeking?

This is a site for scholastic use only. They will take no responsibility if you're caught, and I would believe they report each hit on the site.
