It depends on your feet, I've never personally had either. But my friend had Graf skates and the broke down really really quickly and she paid a lot of money for them. I would probably get Jacksons unless you don't mind getting another pair of new skates in less in a year. Graf's are pretty amazing, though and they are very lightwieght.

What's been wrong with your past skates? Which brands and models have you tried?
Skate fit is very personal. The boot that fits me, with my wide forefoot and narrow heel, won't necessarily work for you. And even within a brand, each boot is different. And then you can get custom, or semi-custom, as I do.
Do you live near a reputable pro shop? Have them measure your feet and, based on that and on your body and your skating, have them suggest some boots. In addition, you can also have them order in both the Jackson and the Graf models that you are considering, and try all of them on. See which fits your feet better.
Last time I bought boots, I was 100% sure I'd get SP-Teris. Until I talked to my skate pro, and he had me try on this pair of Harlicks. As soon as I put my foot inside, I knew!
Graf, traditionally, has made excellent boots. However, some people love them, some hate them. Jackson used to only make recreational skates, but they've branched out into competitive skates over the past few years, and I've heard good things.

I've also worn every type of skate that was out there including grafs, but the ones i have now are jackson Elite Supreme Ladies - DJ3500.. they are my favorite skates so far. they are jacksons best and toughest skates and it took me no time to break them in and i was jumping and spinning the first time i wore them.

Well, i have never herd of Grafs, but Jacksons are good and they good for jumping, with there big toe picks.

You should try out Kinzie's Closet. They have a great selection of skates, they have beginner skating packages and they also have a chart that will allow you to pick your skate based on your skate level. Oh..they also have really good prices!

They're both good. You should pick whichever one is more comfortable. Personally, I use GAMS. They're not as well known as Grafs, but they're also from Canada and they're heat moldable. They just cost less.
