If you call a girl everyday and tell her you can't go a whole day without seeing her, you spend time with her on every holiday and tell your family that you have 3 daughters (not his literally). You've gone so far as to meet her family and you already share the same friends, you tell her you love her ( though it's more like I love ya) but you maintain that you are just best friends, are you just best friends or is there more to it than that. He doesn't have time to spend with another women b/c most of his free time is spent with me. We've discussed moving things up but he says that if its meant to be, it's meant to be and moving things up a notch would complicate things. Is there more to it, or am I being used to fill a void?

We have never been intimate, so I know he isn't using me for sex. I doubt very seriously he is gay, he has had previous relationships with women that lasted many years at a time.

His last serious relationship ended when he asked her to marry him and she turned him down telling him she didin't love him enough.

I'd say you're probably on the right track. It sounds like he doesn't want the responsibility of a real relationship, but wants the companionship, support, and fun. If you want to be with him I'd make yourself less available to him and limit the relationship to a just friends status. No late night phone calls, and hours of talking about nothing. See where he goes from there, but one thing is for sure you want to know how he feels, so you aren't hanging around hoping for something that isn't gonna happen.

Probably both. This allows him to have some semblance of a relationship with you without actually committing to one. If he isn't claiming you as a girlfriend then he should leave you alone at this point. Let him know how you feel about and see if he continues to do it or not. If you're being used to feel a void; it'll be a bit weird and he'll distance himself from you, if not then you two have at least gotten that uncomfortable state out of the way ...

It seems like he's afraid of commitment...He has done all these things to appear committed, but ultimately he feels comfortable with the current situation and feels like he is not ready to take the next step

Yes he could be gay that or he really values your realtionship and thinks it will ruin it if you guys date, id give it time like he said if its meant to be it will happen

It's interesting that he says that he 'loves you', ask him what 'love' means to him. As a guy I would see it (take no offense please) that he is using it to fill a void. Be careful as I'm not too sure what his intentions are.
