OKAY you need to do nothing.
If he's your best friend you will want what is best for him and what makes him happy.
and two you sound sorta young b/c just b/c a guy flirts doesnt mean he likes you. Tons of guys just flirt, thats just how they are :]
So dont be selfish take this girl away from him let him be happy. I understand its hard [example me right now] but just know that in the end you'll be happy too.
and think about think what will happen to your relationship if you guys did go out and then broke up? Best friends still? I think it would be hard.
Dont ruin a great friendship for a teenage/childhood crush , trust me its not worth it.

Friends are forever, unless you steal her bf. Leave him alone. It would not be worth it to lose 2 people because of an error in judgement. If they break up, then he is fair game.
