i own a portable dvd player, will it play dvds from all regions?

it doesn't say what regions it does play.

Try to look at the user-manual if it says 'all-regions' or 'region-free'. If you can't find it, check where the dvd player was manufactured. If it was made in China, Taiwan, Japan, Malaysia, Singapore then it can play all regions most probably. But if you want to really be sure, google it in the internet by typing the brand name plus the model number (for example, CyberHome CH-DVD 300S). The information in the web-pages shall tell you.
