The only places that I am aware that allow golf carts on the streets are in gated communities and trailer parks, campgrounds and other private properties.
They are not structurally built for the roads, therefore are non-licensable and no unlicensed vehicle are allowed on the road.

you should be able to get by with putting one of those reflector triangles on it and be fine...ur crazy for wanting to drive one on the streets of houston. unless its in a neighborhood. my ex lives out in tiki island and everyone has one there, but its more upscale and people are older and more respectful. anyways good luck on that golf cart

If you go to the DMV they can tell you what all road legal vechials must have so if you meet those requirments and get plates for it then it should be legal but got to say even if you do all that still expect to get hasseled by the cops.
