I would say atheists, because agnostics wouldnt be able to say for sure if they could win or not, and the doubt would be defeated by those who were confident.

Well, first you would have to convince the Atheists that the such a thing as war and that could take you a while, because as far as they are concerned the war is just some political bull**** created hundreds of years ago to control the masses and keep the money in the hands of the Man.
As for the Agnostics, you wouldn't have to convince them that the war existed, though getting them to believe the war has any impact on their lives would be kind tricky. Because, obvieously, the war is just too far from their lives to really have an impact, it is more like a general who draws a plan on a map and then sits back and watches the lines move as the will, not erasing of re-drawing if a line goes the way of all things.
In the end, if Atheists and Agnostics went to war with each other, it would be the most BORING war ever waged in the history of wars being waged.

I honestly think this question is kind of silly. For a number of reasons. Wars depend on a lot of things. Strategic positions , weapons, money, supply lines, leadership and devotion to a cause. There is no way so know who would have the most but I think the questioner is trying to make a point about incisiveness. I also get a laugh at those who seem to have this Utopian idea that these two groups could never disagree. Extremeness can exist over any number of issues. I also get a chuckle at the atheists who don't want to acknowledge China and the former Soviet Union who slaughtered millions under the official banner of atheism. I am not suggesting all atheists are communists but laugh at those who think such people are not capable of these kind of atrocities.

If atheists and agnostics went to war, there would be a worldwide shortage of playing cards.
One thing I can say as an Atheist, is that if I ever came to a point in my life that led me to believe there was a god I would understand (as they do) that humans could not even fathom the concept of such an entity, and would continue to hold to my belief that organized religion is a farce.

Agnostics and Atheists tend to get along, so I don't think they would ever go to war. I think you're wrong about Agnostics not being able to decide on a move, though. We are perfectly capable of making up our minds, we've just made them up and decided that there is no way of know if there is or isn't a god.

Im an atheist, and as an atheist, we wouldn't care about "god watching"
but the agnostics would think now and then "what if he does"
