I want to tell a longtime friend that I like her and want to date her. I told her a while back that I liked her a whole lot, but I could not act upon that for several reasons. She listened and our friendship grew incredibly closer since. I dropped hints in an email asking asking to talk to her. She replied with hints that she understood. Why would she be eager to hear what I have to say??

She probably wants to make sure that these hints are really what she thinks they are (hopefully, the hints being that you like her) and she wants to clarify it. I don't like thinking I know something if I don't get the OUTRIGHT STRAIGHTOUT truth. :)
And maybe she's anxious to hear from you, and maybe she wants to hear more and likes you too. Or maybe she just likes to be flattered, haha.
Personally, I'd be eager to know if some guy liked me too, it's rather flattering, even getting just some stares from lots of random guys in the school; then again, a girl usually likes getting attention, and likes having other people LISTEN to what they have to say. It's about the listening~! :)
