It gives the tire something to grab on to. The gravel, or sand in most cases, helps bind the tire to the ice. It also causes friction, which creates heat, which melts the ice.

Plus, gravel is cheaper than salt and is not so harsh on the environment.

And the bike issue is why many cities and municipalities send out their street cleaners to pick it up after the ice is gone.
