Apart from the passenger in the car, will the insurance pay for damages the driver incurs to a pedestrian they run over?

also, is this still the same if the driver is dangerous driving and is drunk?

If the driver is at fault, the insurance will pay for damages incurred as a result of that negligence, and that includes for pedestrians. There could be some policies out there that exclude coverage if the driver is drunk, but that's not a very common thing to see. So in other words, if you have insurance and you plow someone over after a night of drinking, it's covered up to your policy limit.

All insurance polices of whatever type cover the insured driver for third party incidents such as you describe ,

Yes - all insurance policies cover third party liability including injuries to third parties including your passengers

If you have comprehensive insurance, it should cover your car and your injuries as far as I know.
