God did not war with the Philistines. He let them oppress Israel as a punishment for Israel breaking their treaty with God, then when Israel asked God for eliverance, he would raise up deliverers to throw off the Philistine yoke, and so it went.
The Philistines were sea peoples who went around the eastern mediterranean invading and establishig settlements, not unlike the Vikings in Northern Europe. They had wars not only with the Israelites but also witth the Egyptians, the Hittites, the Syrians, and others.

the isrealites were the sons of jacob, jacob and his leaniage was Gods chosen people. the philistines lived unrichous lives and were always attacking isreal. sometimes when isreal quit living holy lives, Go allowed the attacks of the philistines, and other peoples, to suceed and inslave the isrealites untill the people turned from their wicked ways and drew to God again.
seems like human nature to only serve God when we need him.
