It is a research and development strategy. You could use it to find a way to vaccinate against a virus. In other words, you could find out the different serotypes of a virus. For instance, there are 83 different Pertussis serotypes, but our vaccine we have only uses about 13 for adults and about 4 for babies. So find out as many serotypes as you can shove into a vaccine for an adult without a lot of adverse side effects and use it on them, then do what is called a "titer" on their blood to see if the vaccine is good enough. If not you'll have to hit their body with it again.

One way you could try is to try cloning and sequencing the virus, determining the coat protein gene sequence, expressing the coat protein gene in bacterial cells, and testing for immune response generation in two species of animals.
