My husband keeps saying I am not having enough taken out for federal taxes. I have two children and am a school teacher. My base wages for 2006 were 34350 but my medicaid/ss wages were 37068. ( I have some pretax deductions, like health plan, etc). My fed taxes are 2638.30

a teacher at 34k is very very good. You are on a retirement plan which is why the differences on your base and medicare wages. Its tough but are you claiming the two kids on your w-4 in fact you could claim up to 4 in this scenario (counting hubby maybe the post below me may be right). if you went four you probably didn't pay enough. I have zero max tax taken out and get it back the following year.

Try this site its pretty accurate and i use it from time to time as a guide to help me. http://www.paycheckcity.com/

If your husband is working as well, both of you cannot use the "standard" W-4 withholding allowances. You need to use the two-wage earner worksheet on page 2 of the W-4 to calculate your withholding. If you have stuff that makes itemized deductions better (i.e. mortgage interest and property taxes), this affects your withholding allowances as well.

He's probably right that not enough is being taken out. Don't ditch the pre-tax deductions - those are saving you money. Adjust your W-4 so more is taken out.
