The gene responsible for creating ginger hair is actually becoming rarer and in just a couple of decades could become non existant, therefore there would have been a 'Decrease' in the number of ginger people over the last 20 years. (not sure of numbers though)

Do you mean people with red hair? The expression 'ginger people' isn't very flattering and it's a bit ambiguous! If the number is decreasing that's rather worrying - it would be sad if that hair colour disappeared.
