Obviously this dog has more sense than you do. Take her lead and get her fixed.

Your girl should have a heat season twice a year, usually every six months. There is such a thing as a silent heat where you don't
see any blood but it isn't common.
If she is not having a season, she needs to be vet checked.
She will only accept the male dog when she is in estrus, a certain phase of her heat cycle.

There is nothing you can do to "make" her go in heat. Also dogs usually only go in heat every 6 months.
I recommend spaying and neutering your dogs. They will live much longer, healthier lives..no reproductive cancers, no prostrate cancers & infections, almost no risk of mammary cancer, no pyometria a very serious often fatal uterine infection.

No pregnancy risk to your female..emergency c-section, low blood sugar, mastitis, still births, etc.

you know it really is a lot better to adopt a puppy than breed one, there are a lot of homeless dogs out there, and pregnancy is a hard thing. I say just leave the breeding alone and spay & neuter your chihuahuas.

Maybe she doesn't want to do it because she is smart and realizes we already have way too many dogs in shelters, without homes, waiting to be euthanized. Do you realize that half of all dogs in the shelter are euthanized?

not much i'm afraid, you'll have to wait for oestrus (horny-type behaviour in animals that goes along with ovulating.) a typical female dog (as if i can't say ***** lol) will do this maybe twice a year. you'll know if shes ready if she seems restless, noisy, tries to mount things, or sniffs/licks other dogs urine (gross i know.)

Put them in a nice restaurant, get reservations to a hotel order spaghetti, and soon as you know it, they'll have sex!

Take her to the vet - After he spays her, he'll tell you how to mate her.

It's only natural. You must wait and be patient, my dear.
