there is also a small rash where the fur is missing, could this be the cause of his little problem? If so how could i make it go away?

It could be a bigger problem, like a flea alergy. The best thing for your sister to do is discuss the problem with the dogs vet.

Sounds like fleas, and maybe even a flea allergy, which is quite common. I have found that the products you get at the pet store don't help this problem much. The vet can give you something that can be applied topically between the shoulder blades once a month (like Advantage or Frontline). It takes a few days to work, but then when you keep up with it, the pet stays pretty free of fleas. A flea allergy makes the animal miserable, and everyone around them too. He could have fleas without you ever seeing any yourself. If it isn't that, it could be the beginning of mange or something like that (which the vet can take care of pretty easily). If you eliminate everything else, and find that it is a nervous habit, try giving the dog things to play with and chew, and maybe putting a product like bitter apple on the spot to discourage his chewing.

It is very possible the rash is the cause of the problem. Try putting some antibiotic cream on the rash. You should check to see if he has fleas, which could be causing the itching. He may also have allergies. Benadryl is good for allergies, but you need to consult your vet before giving it to him. You will want to ask if the dog has allergies, what dose is right for him (which will vary with the weight of the dog).

What kind of dog do you have first of all?
I have a black lab who does this sometimes. It could be a range of things.
A lot of dogs who have thicker hair, have a large clump of hair around their butts. It's kind of the spot where all of their hair meets up. My dog bites it because the hair is thick and bundles up near his butt and it's just an annoyance. He's never really caused a rash though. So it could be a flea attack or severely dry skin. Your dog could be licking his dry skin to moisten it and has now caused a rash. I would go to the vet so he can take a closer look at it.

Yes, the rash is a problem. If the dog is gnawing on the top side of the tail, it is probably allergies........they will get a "hot spot", they will lick, the hair will stick to the skin and pull and get sore, so they lick trying to cool it, and the cycle continues. Check to see if the dog food you are feeding has wheat in it, probably does. Go to a pet supply, feed store, vet's office and buy fish/potatoe blend of dog food. More expensive, but your dog will be much happier. If on the other hand the licking and gnawing are on the underside of the tail, then it's anal glands are probably clogged. Their rearend will be terribly sore,red,raw,nasty looking. Same problem as above with licking, pulling hair out. You will need to have the vet press the glands out if you don't know how to do it.

If there looks like a rash it is best to see the vet. He is probably chewing at it because he is itching. If you don't get this checked soon it could become worse, i.e. infection. One there is an infection the dog will need an antibiotic or ointment to make it stop. Definitely see your vet.

Does sound like a real problem and not jus a weird lil dog. My cat had the same problem imagine its the same situation, vet said it was a flea allergy problem; allergy to the flea saliva. He said its a common problem in dogs and cats. He just recommend Advantage drops once a month.

Any questions about an animals health should be firest directed to a vet. They are the best qualified to deal with this. My vet gives me advise over the phone quite often. I have had to call them several times and only once have they recommended that I bring them in right away.
