I am looking for a web site that will give me info on debt collectors and when they are allowed to call.

The website you are looking for is for the Fair Debt Collections Practices Act. Look under the 'Communication in connection with debt collection':

"...a debt collector shall assume that the convenient time for communicating with a consumer is after 8 o'clock antimeridian and before 9 o'clock postmeridian, local time at the consumer's location; "

You can easily get them to stop calling though. It's called a "cease and desist" letter, and charges them to stop calling or sending you mail. Period. Simply write a one sentence letter to the collection agency:

"According to my rights under the FCRA I am charging you to cease and desist contacting me about this debt in any way, shape or form."

If they contact you again, send a complaint to the FTC and your state's Attorney General.
