Because you never trained him to?

Dogs need to be taught to "Come", just like any other command.

Register in a dog training class - You'll be amazed!

First of all it depends on how old the dog is. If you have an older dog, who has, in the past, looked up or acknowledged you when it's name was called, then you simply have a dog with selective hearing. Just like humans, dogs sometimes choose what they want to hear, and what they will respond to.
My dog will come to me when I call him, but not all the time. If I say that I have a treat or a toy, he almost always looks up. Dogs are lazy animals and if they are comfortable where they are sitting, why get up just because you called them?

If you call your dog with a treat in hand or say something that should get your dog's attention, and he still doesn't look up. There is a possibility that your dog might be losing his hearing.

Now if your dog is still a puppy, less than a year old, than you should calm down. Puppies are crazy. They have entered a new world and they are trying to figure it all out. Give them some time and constantly call them by their name. Try to stay away from names like cutie, baby, sweetie. It just confuses them. Also reward them with treats when they come to you on the first or second call. Thats how they learn what is right and what is wrong.

If he knows his name, then the dog thinks of you as lower in his pack than he is.

Take some time to train him: Repeat each step until it works. Call him, showing a treat. Call him, hiding a treat. Call him, when he may or may not get a treat. By this time he should come most of the time.

For better results, such as you live on a busy road or something, go with him to some training classes and practice until he's doing it right, everytime.

Study up on dominance in dog packs. You'll have a better relationship if he knows who's boss.

Either because you have not taught him that this is what you want or because you have not given him sufficient reason to do what you have requested. The best way to have a dog come to you is to be the center of his universe. Everything good should come from you - food, treats, exercise, fun, toys. You should spend a lot of time playing with him and you should make sure he knows that you're where all the yummy treats come from. If he seems to not know how to come yet, does he know his name? Try saying his name and 'come' and if he looks at you, give him a treat. if he needs more help, use the treat to guide him to look towards you, then give him the treat. Then repeat his name and 'come' and lure him with the treat in your direction. keep doing this and he'll begin to see that when you say these words, it means he should head your way for good food.

how old is he? you can teach him at any age but the best time to start is pppyhood. Try taking him out and giving him treats when he does well. Training is about having fun, building a good rapport witht he dog so he trusts and likes you, and the dog is learning through being treated when he is doing right. Most will come when they realise there is garlic polony in the box for them if they do!

Sounds like he needs to know that you are the boss and he needs to respond to your commands. When he does respond well, give him a treat and praise him for coming when called. With repetition he should learn what you are asking.

First he has to know his name. Spend time with him on the floor, calling him to you and giving him a treat and lots of praise when he does come to you. If you show him a treat he will come to you, then just praise him.
