It's hard for anybody to breath in cold air, but worse for asthmatics and a lot of times will throw you into an attack. Best advice cover your mouth with a scarf it will help keep the air your breathing in warm. Always remember cold causes constriction so the sudden change of temp will cause this.

Breathing very cold air into the lungs is a "shock" to the body, even people without lung disease have this complaint. The best way to help with this,is to have your nose and mouth covered by a long winter neck scarf, that will wrap around your neck & face several times. Perhaps staying inside and limit the time outside, when its extremely cold and windy. Take care. SW RNP

It's not the temp. of the air you're breathing, but rather the humidity. Warm air holds more moisture and thus feels more comfortable due to the water lubricating you're bronchi, additionally, the cells responsible for gas exchange within the lungs require water to facilitate oxygen in and co2 out. There is also a homeostatic component of ion transfer using the hydrogen in the water to keep balanced pH of the body, but you wouldn't be able to feel that per se.
