hydrophobic = 'afraid of water' ie. non-soluable
hydrophilic = 'water loving' ie. soluable

It depends what kind of hormones they are, what the target cell is, and where in the cell they interact - could you give a more specfic question or an example of the kind of interaction you are interested in?
