He's just playing. Perhaps he needs something else to play with. My cats love laser lights and the little tabs that come off of gallon milk jugs and the plastic hairspray caps. I buy them all kinds of toys, but the prefer the non conventional ones. I would also tell him No and clap. Never kick or hit your cat. I don't believe in spraying cats with water like most people do, but if you do don't spray him in the face and always use a gentle spray. Not a hard stream from a big spray bottle. Once again though, he just wants to play.

ADDITION~
Well, I don't know what to tell you then. He just likes your feet. My cat likes to climb in my shoes and I wear tall dress boots. I think it's cute, but if it really bothers you then I would tell him "NO" very firmly and clap your hands. Cats like to do what they want to do and it is hard to teach him otherwise. Like I said, I don't like the idea of spraying a cat with water, but don't use a water gun like the other guy said. You can buy a small spray bottle from the dollar store. They are usually in the hair isle, and don't spray him repeatedly, just once should suffice. He'll get the idea. I prefer the clapping method myself. Good Luck to you!

Cats like the texture of skin and the reaction you make when you fend him off or squeal or what ever. The best thing you can do is whenever he does it to keep your feet still and firmly on the ground (difficult I know) and not react at all. He will soon get bored and stop doing it though it may take a few weeks. Just make sure in the mean time to wear thick socks.

He`s just lonely and also happy to see you. He also might want your attention so you can play with him. My cat is the same thing. He would hide behind couches and wait for someone to walk across the attack their feet then ran away. That`s just how they are.

Because they move. Playthings from the cats point of view. You might try a water squirter if it bothers you or army boots :)

He's only playing. My cat does the same when i come downstairs in the morning with no slippers on. She doesn't actually hurt me, she's only pretending.

He just wants to play...mine would leap out from under the table or bed and grab my ankles as I went by. If you ever tread on him or kick him by accident, he'll stop...I'm NOT advocating you do this on purpose! You might try a spray gun filled with cold water, and spritz him as he attacks your feet.

He's just playing and he want's to play with you , you should be glad , if you dont want that to happen , try a water bottle , and when he does that , spray him and say no. But You should be glad, my cat JJ does that to , but I dont mind , I enjoy him when he want's to play with me.

Maybe your feet contain a hidden evil that only your cat knows about!

Or maybe its the cats way of telling you to wash them because they stink?
