in general, a vaccum needs a smooth, sloped surface (like a funnel) to maximize the action with little resistance.
if you're talking about a vacuum cleaner, you probably need to empty the bag, or have a blockage in the hosing leading to the dust recepticle (or bag). also, the belt may have broken. you'll just have to examine your machine and see. the problem will likely present fairly obviously.

for a true vacuum (not the kind to clean cheerios off the carpet) , you could increase the air pressure outside of the vacuum.

u can not pull more than 1 atmosphere . To pull 1 atmosphere your vacuum would be perfect and u could not siphon water over 32 ft an sea level.
