Well, the first problem is what recipe are you replacing them in?
A vague answer is that 'quick cooking oats' are steamed and dried rolled oats. So you might try steamed rolled oats with a little less liquid or oat flour (rolled oats ground in a blender), or just use rolled oats and increase the liquid & the cooking time just a little.
Seeing that its cookies, I'd go with a rough grind of rolled oats if you have them on hand. Otherwise a little extra flour to tighten up the dough and you're good to go (about 1/4 the volume of oats called for in the recipe) It just won't have the tenderness that the oats would give.

You can substitute old-fashioned oats for quick-cooking oats in equal proportions in most recipes. But because old-fashioned oats are the whole oats, your baked goods may have more texture.
You can also use bread of cracker crumbs depending on what recipe it's for.

If you're trying to lose weight, you need to consume fewer calories than you burn. Don't diet. They're a waste of time. Why do you think that there are so many diets to choose from? Because at one point or another, you will mess up. Get more fruits, vegetables, whole grains, and water. All of those foods are low in calories. Decrease the amount of meat, dairy, and junk food you consume. All of those foods are high in calories. You can still eat them, especially junk food, but only eat them with meals. For example, eat a handful of chips with lunch. Also increase your exercise. Jogging on the treadmill for twenty minutes for five days is a start (try to do this in another room, when the baby is asleep). Or, you could try the old running baby stroller. You need to exercise. You may also want to do light weight training to tone your body. Exercise, without eating well will cause hunger. And eating well, without exercise will cause flabby skin. Here's a sample of meals for the day: breakfast: -total cereal with milk -an apple -glass of water lunch: -turkey and cheese sandwich -small bag of chips -glass of water dinner: -salad with chicken breast -apple -glass of water -two scoops of ice cream Water is very important. Drink some with every meal.

Scottish Oats. Takes the same amount of time to cook. - Why do they call it quick cooking oats, when it takes the same time?
It's like Quick cook rice. Takes the same time as ordinary rice. What gives there?
Cous Cous is a pasta, and that s good, as is rice and bulgar.

I'm not sure what your asking so I will assume your asking about a instant oatmeal. The reason its instant, is that it has been precooked and then dehidrated. For a better product try MaCanns Irish oatmeal ( yellow Box) it can be cooked in a few minuets and the texture is much better than the instant mush

You could try quick cooking SEMOLINA. It will thicken up just like oats.
