It seems very popular to have a fly over at a football game or other major event. I was just wondering how much does it cost and who pays for it? How does one even make a request? Can you get a fly over at any event as long as the fee is paid?

No. and No. Pilots do not have to log a certain number of hours per month / year. All the fly- bys I have done were at the start or end of a routine training mission. They are fun to do. Something different for a change. Contact your nearest military installation. The branches are integrated with liaison personnel from other services. They can help.

any branch of the military can do them, and sometimes it doesn't cost anything, for example, pilots have to have so many hours per month of flying time, and if they are running short or something, they can get approval for fly-overs to meet the flying time requirements.

Call any military base (that has aircraft) and talk to their Public Affairs Office. You should be able to get the info from there.
