It is not about the size but the efficiency of the route. Los Angeles has more miles of rail than New York, by far, but the population is so diversely spread out that the efficiency of the LA rail system is abomnible. In my case their is a rail line from where I live to where I work (38 miles) but no commuter trains. If I went to the another rail line fifteen miles from home and tried to take it to work the trains run in the wrong direction in the morning and afternoon. There is no interlinked bus system and as a result everybody drives. Bad planning as far as the eye can see.

New York was built around a rail and subway system. LA expands upon industrial lines not for transportation and it does not work.

New York by along shot, this is why CA has so many cars and freeways that turn into giant parking lots during "rush" hour.
