Yes, it is paper. You could write something - on paper.
Or give him money (paper) to spend on something he's been really wanting.
Print up or find a flyer - on paper - of something that the two of you can go do together.
Give him a journal that he can write him for a year and then put it away 'till your 5th or 10th anniversary.

How about a lottery ticket? It's paper. They have a better chance of winning the lotto, than making it to the 2nd Anniversary. Sad but thats the facts.

It is paper and usually means "money" or you could go in with some friends and get them a gift certificate for dinner out, or a movie, something like that.

If that is your anniversary a little romance wont hurt (candles, sparkling wine if not champagne, bubble bath) if you are really on budget...If not, someone might consider you sort of cheap...

For our First anniversery my husband made me 100 paper cranes for 100 happy years to come. That's always creative. Could always be something wrapped in special paper....

It is paper.....how about making coupons for little things you could do for him... maybe wash his car, give him a backrub, make a special dinner, etc. Use your imagination with it.
