Emron (a 2 part aircraft paint) is excellent for metal surfaces, a bit pricey but it can be sprayed, brushed/rolled...
Rustolium is inexpensive and is for metal and exterior use...also can be sprayed, brushed, rolled
i use a polyurethane enamel that is cheap and purchased in hardware stores that also holds up well
rustolium can be purchased anywhere practically
emron must be purchased from a paint dealer, and may be regulated (it is extremely toxic)

You need to find out if the original paint is oil or latex. Oil can be painted over eitlatex or oil, but latex will not stick on top of oil paint.

Any kind of enamel paint will work. If you want to paint small details use model building enamels... cheap and easy to find.

Use house paint-exterior. You should either sand the surface or prime it with KILZ first.
