And what is their role when a State of Emergency is declared?

The National Guard is a reserve component of the Army. Their reason for existence is to fight in our nation's wars. A secondary mission for the National Guard is to respond to local emergencies.

In peacetime the National Guard trains under the guidance and to the standards of the US Army but are commanded by their state Governor. In time of national emergency the Guard can be recalled to active duty and then become part of the Active Duty Force.

This dual State/Federal role Provides 50% of the US Army combat units at about 8% of the Army budget. Thus, this is an extremely cost-effective method of maintaining military forces which have no immediate need.

They are the State Militia. There's some humbug about them being nationalized by the President. As during the civil war when Lincoln called for governors to send troops to put down the insurection in southern states. The governor of Missouri refused, Arkansas seceded from the union after the call.

Unless they are nationalized the governor of the state is commander and chief of his State militia. An example would be when Arkansas governor Faubus called out the National Guard to prevent the integration of the Little Rock public schools. The President then sent the Army into Little Rock which confronted the Guard and Nationalized them.

National Guard is the military for the states than for the federal government.
That is why in case of emergency the governor of that state can call on the guard and he/his has those people avaiable.

During hurrican Katerina the guard units in LA were all support groups (transportation, medical, etc) all those units you need in a emergency. Yet the governor of LA didn't call them up.

As small story I am sure you didn't hear bu t you did hear say that all your guard units were in Iraq. Which wasn't true.

The National Guard is the oldest component of the army.
During a state emergency first responders are sent to help local and state government services . ( police , fire department , rescue , etc...)

The national guard works for the governor of their respective state and can be called up by that governor during national disaster to provide relief. They can also be sent to wars overseas if the command and chief requests and the governor agrees.

Is it not a part time army, created to defend the country's home land, while the regular army are defending and instigating the countries interests around the world.

the national guard is like part-time army. Basically they get called out in emergencies and whatnot and they sit around and look lost most of the time. They're poorly trained and equipped, and it's our sorriest part of the military.

It is their duty to protect the US citizens. They are to help with Natural disasters, flooding, tornado, huricane, etc in the US (not overseas where most of them are).
