there is not really a term as bad ping,
The Packet Internet Groper is used to test the availability of a host on a network or on the Internet. A UNIX command, ping also works in Windows through TCP/IP. In DOS/WINDOWS, at the DOS prompt, enter PING and the IP address or the domain name of the server you want to test. If you get replies the server is up. If not, it may be down or there may be a problem between you and the server (such as a downed phone line). ...
thats what ping tests mean
so if if its packet loss mean there is a issue with your connection, or is a problem on the LAN network.

A ping is the amount of time it takes for a packet of data to reach a remote server and send verification back to your computer. Having a bad ping basically means you are lagged. In other words, you either have a bad connection to the net, or a hub is down en-route to the server you're getting a bad ping from.

A ping is just a response from one computer to another. A Bad Ping could be a slow return or no return. If you are on the internet then you should always return unless there is a firewall blocking one side or another.
