what it mean's when it says--> Bounded by divide line of water flow????????

they may be talking about the great divide. Runs up through new Mexico ,where every thing that falls west of there goes west and cant go east as that is up hill.

It can be a ridge, valley, creek, stream or anything that isolates water flow.
