What is a good solution to make it go away? Tea bags are not working... any inexpensive over-the-counter medications?

This works but takes time. Local honey from local bee keepers. Bees gather pollen from local flora, you take a couple of tablespoons every day in your tea (pharmacies also sell herbal teas for allergy relief) or whatever and it builds an immunity in your system to the allergens. To relieve the eyes - place cool cucumber slices over the lids and lie back. This is a long term plan for the honey - consistency is the key. If you move to another area - you have to start all over.

For a prescription - can't beat Allegra (could be their poster children). The generic version - Fexofenadine does the same. Knocks out any allergy in record time and one pill covers 24hrs +.
Minimal success with over the counter - Benadryl or Dimetapp-OK- but get the non drowsy formulas. (Benadryl is also the emergency counteraction for insect stings!)

Unfortunately, there is no cure for an allergy. Have you ever identified the cause or causes of you allergies? The best way stop aggergies is to avoid any contact with the allergen.
